
Slovenia’s Capital Ljubljana Named World’s Most Crypto-Friendly City By Multipolitan
Ljubljana, the capital city of Slovenia, has been recognized as the globe’s most crypto-enthusiastic city by the migration consultancy Multipolitan in its 2025 Crypto Report.
The city achieved the leading position in the Crypto-Friendly Cities Index, outpacing prominent international hubs like Hong Kong and Zurich, which were tied for the second position.
The index assessed 20 cities on criteria including regulatory climate, taxation policies, digital infrastructure, and lifestyle factors.

Multipolitan Evaluates Cities’ Crypto-Friendliness Through Tax, Licensing, and Infrastructure Metrics
Multipolitan highlighted that its analysis incorporated aspects such as licensing systems, capital gains tax rates, GDP per capita, housing affordability, and internet speeds.
The presence of crypto ATMs and broad retail adoption significantly contributed to the rankings, showcasing the deep integration of cryptocurrency culture in each city.
Singapore and Abu Dhabi followed in the rankings at fourth and fifth place, attributed to their favorable tax systems and forward-thinking crypto regulations aimed at attracting distributed database enterprises.
The United States made a slight showing on the index, with Madison, Wisconsin, being the sole American entry. Madison was tied for 11th place alongside Riga, Doha, and Riyadh.
Slovenia topped Multipolitan’s Crypto Wealth Concentration Index, with the average Slovenian investor reportedly possessing around $240,500 in digital assets.

Slovenia Suggests 25% Crypto Tax
Recently, Slovenia’s Ministry of Finance presented a draft law suggesting a 25% tax on personal profits from digital currency transactions, set to commence on January 1, 2026, pending approval.
The tax is aimed at the conversions of crypto into fiat or expenditures on goods and services, while crypto-to-crypto exchanges and crypto wallet transfers will remain exempt. Investors will need to report their gains annually.
Finance Minister Klemen Boštjančič defended the initiative as a move toward equity, aligning crypto taxation with conventional investments.
